In the event of a crisis, the main objective is to minimize and eliminate the threat. This is aimed primarily at reducing human and material losses. There is no doubt that a good organization of undertaken activities is related to the appropriate planning which takes into account the time factor. This includes the taking and implementation of decisions which limit the escalation of threats. Time used to be one of the key factors stimulating effectiveness of the crisis management system. Based on a preliminary assessment of decision-making processes in various countries, the author advances a thesis that in the course of the current spread of the 2019-nCoV coronavirus many conditions referring to the safeguarding and efficient protection of the population were not duly observed in the context of the time factor.
